You could create your own Multiple-choice-question, add choices and also relevant tags/topics associated with the question. The ownership of the question remains with you and will be searchable and viewable only by you. Similar support/feature exists for text-answer questions also.
The question that’s running in your mind is pretty obvious 
– where is the support for programming questions ? Yes, we use the interface internally to add questions but believe it could be made much better and simpler for you to use – give us a little time, we will bring it very soon!
